Concepts cover PGAC (across countries), PGIC (in country), and 15 finer-grained operational scopes — geographic (City, AdminArea, Region, Polygon, Place), demographic (Language, Religion, CasteClanTribe, AffinityGroup, Cluster), diaspora, and operational (MinistryEngagement, Church, Network, Denomination). The carrier for UUPG+ Hotspot lists when the Alliance scopes Hotspots sub-nationally. Replaces the May 1 brief proposal of a separate gc:hasSubdivision property on gc:Location — sub-country geography is just another scope type on the population segment.
`PGST-AFG`	People Group In Affinity Group	Segment of a people-group concept scoped to an IMB-style affinity grouping — kinship, professional, or shared-experience cohort that constitutes its own communication topology distinct from the parent people-group concept.
`PGST-CCT`	People Group In Caste, Clan, or Tribe	Segment of a people-group concept scoped to a constituent caste, clan, or tribe. Useful when the source's people-group concept aggregates multiple caste/clan/tribal sub-groupings that have distinct boundary conditions in practice (the Lausanne maximality principle preserved via the parent concept; the operational scope-type narrows it for ministry granularity).

`PGST-CIT`	People Group In City	Segment of a people-group concept scoped to a specific city — typically narrower than a PGIC and useful for urban-targeted ministry, urban diaspora, or city-level Hotspot lists. The city is identified via gc:locatedIn (SKOS concept) or gc:spatialScope (gc:Location).
`PGST-CLU`	People Group In Cluster	Segment of a people-group concept scoped to a cluster of related people groups under a higher-level grouping (e.g., a HIS People Cluster or an IMB Kinship Group). The carrier for cluster-level rollups when ministry coordination operates above the per-people-group level but below the affinity-bloc level.
`PGST-DEN`	People Group In Denomination	Segment of a people-group concept scoped to the population gathered within a specific denomination. Carries gc:withinDenomination — points either at a gc:Organization with hasOrganizationType gc:OrgTypeDenomination, or at a SKOS denomination concept.

`PGST-LNG`	People Group In Language	Segment of a people-group concept scoped to a specific language community — useful when the people-group concept is multilingual but a ministry's language scope is one of its constituent languages. Carries gc:hasLanguageClassification onto a ROL SKOS concept.
`PGST-MEG`	People Group In Ministry Engagement	Segment of a people-group concept scoped to the population reached by a specific ministry engagement (gc:EngagementSituation, gc:EngagementActivity, or gc:MinistryActivity). Carries gc:withinMinistryEngagement. The carrier for 'how many of the Wolof-in-Senegal are reached by Ministry X' rollups.
`PGST-NET`	People Group In Network	Segment of a people-group concept scoped to the population organized within a specific network of churches or ministries. Carries gc:withinNetwork.
`PGST-PGA`	People Group Across Countries	The cross-country rollup of a people-group concept — the segment that spans every country in which the group is reported. PGAC segments are the natural carrier for global counts and global reachedness rollups, but estimates and assessments scoped per-country live on the corresponding PGIC segments instead. `PGST-PGI`	People Group In Country	The per-country segment of a people-group concept — one segment per (concept × ROG country) pair known to the source. `PGST-PLC`	People Group In Place	Segment of a people-group concept scoped to a named place that is not a city, admin area, or region — e.g., a refugee camp, an island, a settlement. The place is identified via gc:locatedIn or gc:spatialScope.
`PGST-PLY`	People Group In Polygon	Segment of a people-group concept scoped to an arbitrary polygon — used when the operational scope is a custom geographic boundary (a watershed, a tribal territory, a refugee-camp zone) that does not align cleanly with administrative geography. The polygon is carried via gc:spatialScope pointing at a gc:Location with WKT or GeoJSON geometry.
`PGST-REL`	People Group In Religion	Segment of a people-group concept scoped to a specific religious sub-population — e.g., the Muslim Wolof segment vs. the Christian-adherent Wolof segment. Carries gc:hasReligionClassification onto a ROR SKOS concept.
`PGST-RGN`	People Group In Region	Segment of a people-group concept scoped to a multi-country region (e.g., HIS ROG region or IMB affinity-region grouping). Useful for cross-border ministry coordination where the ministry surface is regional rather than per-country.
